Winterized Outdoor Dining in NYC
New York City just made outdoor dining a year-round business. re-ply is the supplier built for it.
On 13 August 2026 the City Council voted 37–5 to end the December-to-March roadway dining shutdown. Restaurants can now hold a year-round roadway license instead of dismantling, storing and rebuilding every winter. A companion law lets sidewalk cafe operators fit readily removable vertical winterization coverings from 30 November through 31 March.
For operators, the economics just changed. The single biggest complaint about roadway dining was the cost of taking it down and putting it back up. That cost is now optional.
re-ply has delivered 100+ structures for 80+ NYC restaurants since 2020. We are architects, we build to the code, and we have spent six seasons learning what actually survives a New York winter at the curb.

Winter enclosure
Roofing. Creates a genuinely warm enclosure and stops heat escaping. Clear polycarbonate roofs help to trap heat. Metal or timber frame. Lighting and heaters can suspend suspend from the structure to help mount these elements.
Drop-down fabric shades. Enclose the street side and the ends. They roll down when the weather turns and roll up when it doesn't, with 2" overlapping Velcro seams to seal out draughts. Rolled up for summer, or removed and stored. Full fabric color range.
Sliding winter curtains. The most cost-effective way to close the sidewalk side. Same 2" overlapping Velcro seams, same color range.
Sliding winter doors. Fully encloses the sidewalk side with a compact sliding arrangement. Draught-resistant, and genuinely easy for staff and guests to move through. Customization available.
Winter services
Year-round operation doesn't remove the maintenance, it reshapes it. We cover the whole cycle:
- Repairs as needed through the winter.
- Spring refresh — power-washing, wood reconditioning, and floor re-painting, so the structure looks new for the season that earns the most.
- Wrapping and covering for in-place storage, for structures that stay at the curb.
- Summer storage of your winterization kit — the fabric and frame components come to our indoor warehouse and come back in November. You don't find garage space for them.
Heating
Heaters can be suspended from the roof frame. NYC requires DOB and FDNY approval for heating in outdoor cafes, open-flame gas and propane are prohibited, and all power must come from your building rather than any City property. More soon here.

Dining Out NYC Rule Status - August 2026
NYC DOT still has to write the detailed rules for winterization coverings, materials, transparency, engineering standards and detailing. We're following the rulemaking closely. Sliding-door systems are something we have in development, not something we'll sell as compliant, as of today. When DOT publishes, our clients will hear from us first.
Year-round license applications open early September 2026.
If you want a winterized structure ready for 30 November, the conversation starts now. Free site assessment and site plan for new customers.
